You could always lock the kayak in Two Harbors and then catch the bus from Avalon to Two Harbors where there is a great campsite and direct access to good fishing grounds. Not sure if there is an annual bus pass but I'm sure you can work something out, small community of friendly people.

Certainly you can paddle from Avalon to beach camping. Willow Cove and Long Pt. Beach would be the closest primitive camp spots and are doable in a days paddle. Then working your way to 2 harbors you have Italian Gardens, Goat Harber, Gibraltar Cabrillo, Lava Wall, Paradise, Rippers in order.
You may want to contact Descanso Beach Ocean Sports to see how much they would charge to allow you to lock up your kayak on their rental property. Well unfortunately a large chunk of the primitive camp area stretch is slotted for an MLPA reserve, which is ridiculous given that is where the CAMP SPOTS ARE! So yes there may be NO FISHING THERE, you may want to donate if you are planning on an annual pass
