For clarity

Coastal Pelagic = bait fish. Mac, sardine, chovy...

Pelagic = yt, thresher, wsb...

Coastal pelagic and pelagic are different under the definitions in this process.

Basically we are getting screwed. At least they don't expect us to catch yt with a dipnet though
