There is a good local guide for that area Jim Salazar who posts on most sites as Sabaslayer. He's the guy who also does Promar hoop seminars, he's written some books etc.. so he's approachable even if your not into the whole guide thing. Jim's a great guy always willing to help and full of fishing info.
We actually fished yesterday and I'm always amazed at what Jim knows and the fact that even after all these years he can still teach me things. He lives right next door to you, guides the bay and has taught more people then I can count how to kayak fish, so he's a good local bet.
You can get info online here on BWE but your dealing with mostly a La Jolla crowd. It's a different style of fishing. They use bigger gear at LJ then we do in SMB. For most fishing we use 15 or 20 pound in the Bay where at La Jolla it's all 30 and forty.
That doesn't mean we don't get big fish though. In the last week I know of several Seabass in the forty to fifty pound range taken local some of which I saw and also saw a 48 pound halibut decked. So there is good fishing local you just usually have to fish lighter tackle, and work hard to find the fish as we got a lot of area to cover.
I'd also recommend the Kayaksportfishing and Baytubers for the local kayak websites. I personally don't have anything to do with them as most of my local contacts are in the boating community but they are a good source of LA area kayak info especially for someone just starting out.
