Lots of good fishing up that way. Bouncing swimbaits on the bottom will work well. I'd recommend warbaits or other weedless type baits though since there are lots of hangups. Another really productive method I've been using a lot lately is a drop shot with a 5" jerkshad/fluke. Rockfish love it and you'll also catch lings, bass and halis with it. Make sure you have the bait rigged weedless and drop it right in the holes in the kelp.

The wind usually blows out of the north, so I usually paddle north and fish my way back with the wind.
