Nph marine life refuge area?
Below is a screenshot of newport just outside of the harbor. 450' south of the bouy is an area labeled Newport Beach Marine Life Refuge of Biological Intrest. Its 0.1 miles wide and 0.2 mile long. What is this and is it safe to
 fish around?
