Actually it's a legit question to ask where he's referring to. Lots of people make bait at crystal pier before heading out to the grounds. People also make bait around the bouy and balboa pier before fishing the Delmar kelp or the canyon. You can also hit up Oceanside pier before fishing the kelp and Carlsbad canyon. You can make bait around the pier in Dana and hit the kelp and canyon/drop off there. But I guess since LJ is the first place all the new guys go you could assume it's where he would be asking about.

I'm just saying...

You can catch bait at the pier but I'm pretty sure it's limited to fin bait. So if you run into a squid bed you'll have to pass them up. I always preferred to make bait at the kelp. More times than not they are easy to find, especially if you have a fish finder.
