There are definitely different ways to end up with additional layers on Google Maps, and I'm not quite clear how it all works.
Here's one that I've found that I zoomed in to LJ (which gets reflected in the URL). If you zoom back out it has quite a number of spots all over SoCal offshore/inshore. See if that works - not sure if it's all contained in the URL or if it has other info stored on my end (eg cookies or has detected a google login, etc). https://www.google.com/maps/d/viewer...815597534&z=14 I just tried it on mobile and had issues in the app, but worked in Safari, though I Didn't have location data.
