Something is wrong with the with the annual license fee in the chart you gave the link to. The 2018 annual license fee is $48.34 not $44.75 and with a $5.40 Ocean Enhancement fee my 2018 license cost $53.74 so a jump to $55.60 is a normal annual increase. If I remember correctly there was no increase between 2017 and 2018, which was a surprise, so I think the price increase is fair.
