Their statement is correct and incorrect at the same time. While they are not restricting fishing they are restricting the areas where you can fish. It is all how the statement is spun which is exactly what the anti fishing community has been stating all along "we are bot banning fishing we are only setting aside 10% of the coast to protect fish for future generations, there is still 90% of the coast open to fishing." Yeah except that within the 10% they want there are 95% of the fish we target.

I totally agree. They hide their intents behind nice words, but the context is vague enough to let them do their true objectives.
