Your wrong, I took look last night. The birds know that they too are not going to be allowed to eat fish from the area due to the MLPA so they started targeting surfers.

I have seen yellows in the surf at the launch so it is always possible. I have caught yellows in two feet of water down at Cedros so they do come in shallow.
