Tman BRTF...bought & paid... Join Date: Mar 2005 Posts: 1,247	MLPA - from shore to 3 miles out - CA waters... Beyond that, it is Federal jurisdiction. Slot limits, keeping foreign vessels out, educating the public, enforcement of regs, I can think of a myriad of ways to go about this.
