Ha Ha... The rich boat owners think they own the water also.
As long as you obey all boating regs and don't tie up to or get on the docks you are in open waters. PD doesn't even know this. SMDH...!! They didn't have Shit on you. I would have went back to fishing until they could give me a legit section stating I was in the wrong. The ONLY AREA that is of limits in LA Harbor Is next to the Prison. I've been chased Off there while Lobster hooping. You have to stay 150' from shore. That's considered Fed property. Even my family member who works for the city got chased out of there in a city skiff. I've fished in my Kayak back in that same area you were and never got chased out.
