Thank you for the replies.

Drain plug makes sense. I think I will leave it alone.

Before posting, I had tried to turn it with hand, but it did not move.

Plastic can get very brittle when it is old and it has been sitting in sun.

I have angled the kayak forward and used a sponge that I keep in the kayak to remove any water in the past.
