Unless you were talking about the black plastic cap. Looks like a plug of some sort that should unscrew. I would try to put a pair of pliers on it and turn.

It's a drain plug so you can drain any water that may leak into the hull, just unscrew it.

Self destruct button
It lets in water when you are out at sea. Make sure to reinstall and tighten prior to launching , if you want to stay seaworthy . This can be removed to speed up the drying process after a day on the water.
